Marijuana use in Utah

Marijuana is the most widely available illegal substance in Utah, and there is evidence to suggest that abuse of the drug is increasing. Marijuana cultivated by Mexican criminal groups in Mexico and California is the most frequent type available in the state. Nonetheless, marijuana produced in Utah also is available and usually commands a higher price because its potency exceeds that of Mexico- or California-produced marijuana. Caucasian criminal organizations produce high potency marijuana in the state; they distribute the substance directly as well as supply local independent dealers. Mexican criminal groups control the transportation and wholesale and midlevel distribution of marijuana produced in Mexico or California. At the retail level street gangs, Mexican and Caucasian criminal organizations, and local independent dealers distribute cannabis.
Treatment admissions data demonstrate that marijuana abuse has increased constantly in Utah. Data from the Utah Division of Substance Abuse show that marijuana/hashish-related treatment admissions to publicly funded facilities in Utah rose from 2,705 in FY1997 to 3,694 in FY2001.
The percentage of high school students admitting marijuana use in Utah is lower than the national percentage. According to 2001 YRBS data, 19.7 percent of Utah high school students surveyed reported having tried marijuana at least once in their lifetime, compared with 42.4 percent nationwide. Additionally, 9.7 percent of Utah high school students surveyed admitted that they had abused marijuana in the month prior to the survey, compared with 23.9 percent nationwide.
Marijuana is readily grown in the remote regions of the state, which are most conducive for growing operations due to the fertile soil. Some owners of outdoor grows have used armed Mexican immigrants to tend the plants. Homemade irrigation systems have been created to counteract the arid climate of these remote sites and camouflage techniques have become more sophisticated. Also, the importation of cannabis from British Columbia, Canada, is still active in Utah. Most of bulk-seized marijuana is of Mexican source.
