Marijuana use in Texas
Marijuana is an important drug threat to Texas. Cannabis cultivated in Mexico is the predominant type available throughout the state. Locally produced marijuana is also accessible, although to a lesser scale. Cannabis production occurs within the state, especially in the eastern and northern regions and generally is controlled by Caucasian criminal groups and independent dealers. Mexican DTOs and criminal organizations control the smuggling of marijuana into Texas; they also dominate the wholesale distribution of the drug. Caucasian, Colombian, and Jamaican criminal groups; local independent dealers; prison gangs; street gangs; and OMGs also distribute cannabis at the wholesale level. Caucasian, African American, Jamaican, and Hispanic criminal organizations; local independent dealers; prison gangs; and street gangs are the major retail-level distributors of marijuana in the state.
Marijuana use by adolescents is of particular concern to law enforcement authorities and health professionals. According to TCADA, marijuana was the primary substance of abuse for 82 percent of the 5,178 youth drug treatment admissions (excluding alcohol) to TCADA-funded facilities in 2002. Moreover, cannabis was reported by seventh- through twelfth-grade students as the most frequently used illicit drug in the state.
Marijuana is still readily available and is considered the most widely used illicit drug throughout the State of Texas. Cannabis in this region is primarily imported from the Texas/Mexico border via privately owned vehicles (POV) and commercial trucks. Huge quantities of marijuana are routinely confiscated by all levels of law enforcement during highway interdiction stops in the North Texas area. In addition, in recent years, increased enforcement activity has lead to the seizure of several important indoor marijuana cultivation operations in the North Texas area. These operations range in size from 100 to over 1100 plants and have cultivated marijuana with THC levels as elevated as 15%. Mexican cannabis is the most predominantly trafficked substance in the Houston Division. It is not uncommon for the US Border Patrol to make multi-hundred pound cannabis seizures from "back packers" at points along the Rio Grande River, and from vehicles transiting at the US Border Patrol secondary checkpoints located inside the state. At the Ports of Entry, ton quantity seizures of marijuana are frequently made from commercial trucking attempting to enter the country.
