Marijuana use in Tennessee
Marijuana, cultivated primarily in Mexico, is the second greatest drug menace to Tennessee. Cannabis is the most readily available and frequently abused drug in the state; however, its distribution and abuse are generally not associated with violent crime. The state has more marijuana-related treatment admissions and federal sentences than any other substance except cocaine. Cannabis is grown in the Appalachia-Cumberland Plateau area in eastern and central Tennessee, one of the most productive cannabis growing regions in the United States. Mexican criminal organizations based in Tennessee transport marijuana cultivated in Mexico into and through Tennessee from distribution centers primarily in Mexico, Arizona, California, and Texas. African American and Hispanic street gangs also transport Mexico-produced cannabis, mainly from California, Florida, Illinois, Missouri, New York, and Texas.
Treatment information demonstrates that marijuana is commonly abused in Tennessee. The amount of marijuana-related treatment admissions to publicly funded facilities in Tennessee rose from 1995 to 1999 and was second only to cocaine. According to TEDS data, treatment admissions for cannabis as the primary substance of abuse in the state increased from 974 in 1995 to 1,482 in 1999. Although the amount of treatment admissions per 100,000 for marijuana abuse increased dramatically in Tennessee, the amount of admissions per 100,000 is significantly lower than the national average. Tennessee had 32 marijuana-related admissions per 100,000 in 1999 compared with 103 per 100,000 in the country.
Cannabis abuse and trafficking is a serious concern throughout the state and especially in rural areas. Tennessee is a principal supplier of domestically grown marijuana. In fact, according to the Appalachia HIDTA Threat Assessment, Tennessee, along with West Virginia and Kentucky, cultivate most of the United States' supply of domestic marijuana. Prosecution of cannabis growers in the state has been extremely hard due to an intelligence gap and because many of the domestic marijuana sites detected are so small that even if the owner/grower were identified, the U.S. Attorney would be reluctant to prosecute. There have also been confiscations of Mexican marijuana in the state. Marijuana is chosen over other drugs of abuse by some in certain regions of Tennessee.
