Marijuana use in North Carolina
Marijuana is the most readily available and widely abused substance in the state. It is abused by individuals of various ages in North Carolina. Outdoor cannabis production is widespread in the state. Indoor cultivation occurs to a lesser scale. Mexican criminal organizations, the dominant wholesale distributors of cannabis in the state, transport multiton shipments of Mexico-produced marijuana into North Carolina in tractor-trailers, primarily from Mexico and southwestern states. African American, Caucasian, and Jamaican criminal groups and OMGs also transport marijuana cultivated in Mexico into North Carolina and distribute wholesale amounts. Caucasian and Mexican criminal groups also distribute wholesale quantities of cannabis produced in wide outdoor grows in North Carolina. At the retail level marijuana is distributed by African American, Caucasian, and Hispanic gangs; OMGs; and local independent producers and dealers such as students, homemakers, and businesspeople.
Marijuana is one of the most prevalent drugs in the state and its availability is rising. One cause is the recent increase in the availability of Mexican marijuana due to an influx of Mexican trafficking groups executing smuggling operations in to the state directly from Mexico via containerized cargo transported by tractor-trailer trucks, particularly in the central portion (Piedmont) of the state. Additionally, marijuana is being smuggled in ever-larger quantities via campers, pickup trucks, and larger vehicles. Over the past three years, Domestic Cannabis Eradication Suppression Program authorities have confiscated domestically grown marijuana in increasing quantities. Specifically, 2000 seizures were 40,464 plants, 2001 confiscations were 89,900 plants, and 2002 were 112,017 plants.
