Marijuana use in New Jersey
Although marijuana use has decreased slightly, the threat associated with the substance is increasing because of the rising prevalence of high potency marijuana throughout the country and the expansion of domestic cultivation by Mexican DTOs into more areas of the country. More high potency cannabis is being produced at indoor sites in the nation, while high potency marijuana smuggling, primarily by Canada-based Asian groups, from Canada into the United States is also increasing. These Asian criminal organizations are also expanding their distribution networks to control a larger portion of wholesale marijuana distribution, particularly the distribution of high potency marijuana. Moreover, improved production techniques are now rendering high potency marijuana from outdoor cannabis cultivation.
Marijuana is the most largely available and frequently abused illicit drug in the area. Generally, marijuana is transported to the New Jersey region via automobiles, tractor-trailers, vessels, US Postal Service, overnight services, parcel post and commercial air from Southwest Border States. Most of the marijuana encountered in the state is of Mexican source, although Jamaican and Canadian marijuana has also been seen, but on a much lesser scale. Most of the cannabis seizures in the state have taken place at Newark Liberty International Airport, where passengers from Southwest Border states attempt to smuggle marijuana usually wrapped in cellophane and placed within luggage. In addition, bulk packages, usually weighing between 10 - 50 pounds each, arrive daily at parcel/cargo services. Indoor marijuana grows are generally encountered in the southern rural regions of the state, where detection is more difficult. Rural areas of New Jersey provide the opportunity for outdoor grows. Although hashish is not frequently encountered in the area, over 565 kilograms were confiscated in October 2002.
