Marijuana use in California

Marijuana is the most widely accessible and commonly abused illicit substance in California. Cannabis treatment admissions are at relatively high levels and are rising. According to the California Alcohol and Drug Data System, marijuana treatment admissions rose from 20,143 in 2000 to 23,531 in 2001.
Marijuana cultivated in California and in Mexico is available in every areas of the state. High quality cannabis from Canada (BC Bud) is also available in some regions of the state. California produced marijuana is preferred by users because of its ready accessibility and high THC, (tetrahydrocannabinol) content. California cultivated marijuana contains 10 percent to 20 percent THC, while Mexico-produced marijuana contains 2 percent to 5 percent. Canada-produced cannabis ususally has 28 percent to 30 percent THC content.
According to CADDS, marijuana treatment admissions augmented 13 percent, from 5,284 in FY1998 to 5,961 in FY1999. Treatment admissions were still increasing in FY2000, as the amount seeking treatment jumped 9 percent, to 6,494.
This raise, however, is nowhere close to the rate of increase found on the national level. DAWN reports that the approximated number of ED marijuana/hashish mentions for the metropolitan region of Los Angeles-Long Beach remained relatively stable from 1993 (1,745) to 1995 (1,706). Nonetheless, since 1995, ED mentions more than tripled to 5,473 in 1999.
ADAM mentions the percentage of adult male arrestees testing positive for cannabis in Los Angeles increased from 19 percent in 1990 to 32 percent in 1999. Over that same period, the amount of adult female arrestees testing positive for marijuana boosted as well, from 10 percent to 21 percent. Despite these augmentations, Los Angeles ranked below the national average in 1999 for both male (40%) and female (25%) adult arrestees testing positive for cannabis/hashish.

Cannabis is prepared for human use in numerous forms:

  • Marijuana or ganja: the leaves and flowering tops of female plants
  • Hashish or charas: a concentrated resin composed of glandular trichomes and vegetative debris that has been physically extracted, generally by rubbing, sifting, or with ice
  • Kief or kif: 1) the chopped flowering tops of female Cannabis plants, frequently mixed with tobacco; 2) Moroccan hashish produced in the Rif mountains; 3) sifted Cannabis trichomes consisting of only the glandular "heads" (frequently incorrectly referred to as "crystals" or "pollen")
  • Bhang: a beverage prepared by grinding Cannabis leaves in milk and boiling with spices and other ingredients
  • Hash oil: an oily mixture coming from chemical extraction or distillation of the THC-rich parts of the plant
  • Budder: hash oil whipped to incorporate air, making it more like butter

These forms are not exclusive, and mixtures of two or more different forms of cannabis are commonly used. Between the several different strains of cannabis and the numerous ways that it is prepared, there are innumerable variations similar to the wide variety of mixed alcoholic beverages that are consumed.
